Woolley, believed he was required by law to replace coin designs that had been in use for 25 years. He therefore began the replacement of all Barber coinage: dimes, quarters, and half dollars, all of which began in 1892. Woolley had the Commission of Fine Arts hold a competition for the new designs. The commission chose Weinmans designs for the dime and half dollar.
